COVID-19 Emergency Grant

The COVID-19 Emergency Grant is a one-time $500 grant for currently enrolled DVC students who are facing unexpected expenses as a direct result of the COVID-19 pandemic and the transition to remote classes and services. Funding is limited and is subject to the rules and eligibility requirements found in Section 18004 of the CARES Act. For more detailed information about requirements and the application process, please read the information below. 

Important updates:

The application for summer 2020 term is now open. This grant is only available for new applicants who meet the eligibility requirements listed below and did not receive the grant for spring 2020 semester.

If you have been awarded the emergency grant but need additional funds due to an extenuating circumstance, please check your Insite email account regarding the appeal process to request additional funds. Approval of additional funds is not guaranteed and is based on availability and your individual financial situation.

Who is eligible to apply

To apply for the summer 2020 COVID-19 Emergency Grant, you must:

  • be enrolled for the summer 2020 semester
  • have an unexpected financial emergency due to COVID-19

To apply for other financial aid programs in addition to the Covid-19 Emergency Grant, students are highly encouraged to complete the 2020-2021 FAFSA or the 2020-2021 California Dream Act.

For non-citizen students: The COVID-19 Emergency Grant is intended to defray costs related to the current public health emergency and is not "income maintenance" and therefore should not be considered a "public benefit" for public charge purposes. If you have lost income due to campus jobs being suspended, you should seek relief for lost earning through federal or state-funded COVID-19-related unemployment benefits rather than CARES Act emergency grants, because unemployment benefits are excluded from public charge determinations. What qualifies as a financial emergency

Qualifying COVID-19 emergencies include, but are not limited to:

  • inability to pay rent/mortgage
  • childcare needs due to school closure
  • technology needs for remote learning
  • medical emergencies
  • other qualifying emergency  

The COVID-19 Emergency Grant may be used for:

  • food
  • housing or temporary shelter
  • utilities (gas, electricity, water)
  • transportation
  • technology (laptop, webcam, etc.)
  • internet access (wifi)
  • class supplies
  • childcare
  • healthcare costs
  • other emergency expense

What to expect after you apply

Applications will be reviewed on an ongoing basis until funds are exhausted. We anticipate a large influx of applications and will do our best to process the applications in a timely manner.

Applicants will be notified of the status of their application via InSite email within the next 14-21 days. To expedite the process, we recommend you set up your disbursement option through Bank Mobile now, in the event that you are awarded the emergency funds.

CARES Act Higher Education Emergency Relief Funds Disclosure

Each institution applying for Higher Education Emergency Relief Funds is required to comply with Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act and must post the information listed below on the institution’s primary website, in a format and location that is easily accessible to the public, 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter:

  1. Diablo Valley College acknowledges that the institution signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
  2. The total amount of funds the institution has received or will receive from the Department of Education pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to students is $3,339,639.
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of July 15, 2020 is $1,449,000.00.
  4. The estimated total number of students at Diablo Valley College eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 9515.
  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 2395 as of July 15, 2020.
  6. The methods used by Diablo Valley College to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act are as follows:
    1. District Office Institutional Research provided a list of all potentially eligible students to the campus and students were invited via email to apply.
    2. The application and eligibility criteria was also posted to the DVC Basic Needs webpage at www.dvc.edu/basic-needs.
    3. Applications are reviewed by the college financial aid office and awarded based on students certifying expenses related to the campus closure due to Coronavirus.
    4. Awards are $500 each.
    5. Students were allowed to request additional funds if the initial funding did not cover their COVID-19 emergency expenses related to the campus closure and were approved on a case-by-case basis.
  7. The following instructions, directions, or guidance was provided by the institution to students concerning the Emergency Financial Aid Grants.
    1. All eligible students were emailed and invited to apply for the COVID-19 Emergency Grant Application.
    2. Grant eligibility criteria and the application was made available on the DVC Basic Needs webpage with assets on various program webpages notifying students of the grant opportunity.
    3. Students were advised demand would exceed available funds, so not all eligible students will qualify for an emergency grant.
    4. Students were advised that review of their application would take 2-3 weeks processing time.
